How car insurance works in the UAE

Motor insurance is mandatory to register a vehicle

In the UAE you cannot register or renew a vehicle without a valid motor insurance certificate in force. The insurance certificate is checked electronically by the licensing authority in your emirate at the moment of registration, and the insurance period must cover the registration period you are applying for.

This means the practical trigger for buying or renewing insurance is usually your registration expiry date, not a calendar anniversary. If your registration is due, work backwards and arrange the policy first.

The two main types of cover

Third party liability is the legal minimum. It responds to injury or damage that you cause to other people and their property. It does not pay for damage to your own vehicle.

Comprehensive cover includes third party liability and adds own-damage cover, subject to the terms, exclusions and excess set out in the policy schedule. What is included beyond own damage — theft, fire, natural events, agency repair, roadside assistance — varies between insurers and between products from the same insurer.

  • Third party liability: damage or injury you cause to others.
  • Comprehensive: the above, plus damage to your own vehicle, subject to policy terms.
  • Add-ons and extensions (for example off-road, GCC/Oman cover, replacement vehicle) are separate and must be confirmed in writing.

What actually drives the price

Insurers assess risk, so the premium reflects the vehicle and the driver rather than a fixed rate card. The most commonly used factors are the vehicle's current market value, its make, model and age, the driver's age and licence history, claims history, and the type of cover and excess selected.

Because each insurer weights these factors differently, the same car and driver can attract materially different premiums from different insurers. This is why comparing several quotations is worthwhile rather than renewing automatically.

What to check before you buy

Read the policy schedule, not just the quotation summary. The schedule is the document that determines what you are actually covered for.

  • The excess (deductible) you pay on each own-damage claim.
  • Whether repairs are at an authorised (agency) workshop or a non-agency network.
  • Geographic limits — whether cover extends outside the UAE.
  • Exclusions such as off-road use, racing, commercial or ride-hailing use, and driving without a valid licence.
  • Whether any driver with a valid UAE licence is covered, or only named drivers.
